The nation's oldest winter festival, the Saint Paul Winter Carnival, was first held in 1886 as a feisty reply to an eastern newspaper reporter who claimed Saint Paul was "another Siberia, unfit for human habitation." from this defiant beginning, the Carnival has grown to an annual, 12-day celebration that starts the last weekend of January featuring more than 100 events. It's a sparkling example of converting cold into a natural resource.
The Twin Cities of Minneapolis and St Paul form a sprawling metropolis on opposite sides of the Mississippi River. Downtown Minneapolis, on the river's west bank, is a modern grid of high rise buildings, many linked by enclosed overhead walkways known as Skyways. These are wonderful in winter but leave the surface streets somewhat deserted in summer and fall.
